This is a composite Indus sign, in which the symbol for each farm is combined with the verb to forecast. Hence, it translates as 'forecast for all farms'.

There is only one extant example of this sign in the corpus of Indus inscriptions.
In inscription L-110, the field element of this symbol is scaled to almost full character height, which indicates that the correct interpretation is land, rather than a landmark, which would have been drawn to a smaller scale.
